FEE STRUCTURE (2026-27, confirmed from Willoughby City Council Fees & Charges 2026-2027 and cross-referenced against 2025-26 schedule): TWO-FEE STRUCTURE for mobile vendors trading on public/community land: (1) Annual Administration Fee — Food Premises (Food Act, category L = locally determined): $345/year for ≤5 FTE food handlers (up 15% from $300 in 2025-26); $635/year for 6+ FTE (up 36% from $468). Virtually all mobile vendors pay $345. (2) Community Land / Public Place Trading Application Fee (LGA s.68, category PC = price controlled): $277 per application (up 3.5% from $267.50 in 2025-26). Two lines in schedule at $277 each ("Application Fee – Engage in a Trade or Business" and "Application Fee – Use a standing vehicle or any article for the purpose of selling any article in a public place") — these are ALTERNATIVE descriptions of the same approval, not two separate charges stacked.
